Compares two scoped allocator adaptors. Two such allocators are equal if:

  • lhs.outer_allocator() == rhs.outer_allocator(), and
  • if sizeof...(InnerAllocs) > 0, lhs.inner_allocator() == rhs.inner_allocator().
