The IDesignerEventService.ActiveDesigner event occurs when the currently active document changes. The active document changes when a new document is created, an existing document is opened, or a document is closed.

When you create an System.ComponentModel.Design.ActiveDesignerEventArgs delegate, you identify the method that will handle the event. To associate the event with your event handler, add an instance of the delegate to the event. The event handler is called whenever the event occurs, unless you remove the delegate.
