To  get an image with exact dimensions (i.e. add whitespace) use with borderImage:
$desired_width = 1000;
$desired_height = 1000;

$image->scaleImage($desired_width,$desired_height , true);
$image->borderImage('white', ($image->getImageWidth() - $desired_width) / 2,($image->getImageHeight() - $desired_height ) / 2);

Before making border of image in php, please, consider CSS capabilities to do that. These are more powerful and will not change original image

.img_class {
     border:10px solid red; /* Style of border (solid, dotted, inset, outset, ridge, grooved) */
     padding:20px 10px 5px 20px; /* Padding of border by clock-wise rule, starting from top */
     backhround:url('file.jpg'); /* Background image file if padding applied */

}
