Note that Pango is very happy to merge fonts together into font sets.
So the existing Tamil fonts will work just fine with Vera.

So it isn't clear to me that combining fonts makes good sense, unless/until
the design of the glyphs in the fonts are similar enough to improve the
experience if the fonts are always used together.

So I suspect that combining them would not be a good idea.  At least for
Pango applications, things should work well as is...  (or that is
my understanding).
