Feature requirement contains a key, featureName and an opaque value

Name	Type	Description
featureName	xsd:string	Name of the feature. Identical to the key.
key	xsd:string	Accessor name to the feature requirement test
value	xsd:string	Opaque value for the feature operation. Operation is contained in the value.
