Formats timeOfDay
according to the value of timeOfDayFormat.
If alwaysUse24HourFormat
is true, formats hour using HourFormat.HH
rather than the default for the current locale. This value is usually
passed from MediaQueryData.alwaysUse24HourFormat, which has platform-
specific behavior.
