Remarks

The HTML.Scroll event utilizes this delegate:

Event data is passed via the Gtk.ScrollArgs parameter.

To attach a Gtk.ScrollHandler to an event, add the ScrollHandler instance to the event. The methods referenced by the ScrollHandler instance are invoked whenever the event is raised, until the ScrollHandler is removed from the event.
