Creates a WebPicture from the specified file.

Example

Gets a picture from a file on disk and uses it to create a WebPicture:

Var picFile As New FolderItem("MyPicture.png")
If picFile <> Nil And picFile.Exists Then
Var myPic As New WebPicture(picFile)
End If
