Jim Lyles has agreed to try to put together a page describing basic ground
rules for contributions to Vera, including basic design information,
some of which applies to all characters, and some which may be specific
to latin characters, along with information that should apply when
working on other non-latin scripts to help people who want to try their hands at
adding useful character sets.

So when he has that together, we'll put that up for people to work from,
so that there won't be too many "changing of the goal posts" along the way
for people who want to contribute.

Expect this write up sometime later in March...
